No es la respuesta, pero es mi pista de cómo resolver este tipo de problemas. Es útil en caso de que solo esté utilizando ReSharper .

Empecé a desarrollar aplicaciones .NET Core y me encontré con muchos problemas, como no sabía el nombre de los paquetes donde se encuentran mis clases habituales. ReShareper tiene la gran funcionalidad para resolver esto:

HtmlDecode y la mayoría de los métodos *Decode no fueron portados a CoreFx. Solo los métodos *Encode están disponibles.
