¿Cómo puedo probar que SMTP está en funcionamiento a través de C # sin enviar un mensaje?

Debe haber una manera más ordenada de hacer esto.
Abra una conexión de zócalo al servidor smtp en el puerto 25 y vea si obtiene algo. Si no, no hay servidor smtp.

Podría abrir el puerto (25) con un socket o TcpClient
y ver si responde.
Puede intentar decir EHLO
a su servidor y ver si responde con 250 OK
. Por supuesto, esta prueba no le garantiza que podrá enviar el correo más tarde, pero es una buena indicación.
