Diseño una función que puede obtener / establecer un recurso de SD y si no se encuentra desde sd, tomarlo de Asset y si es posible escribir el activo de nuevo a SD

Mi función diseñada se puede usar desde una aplicación (proyecto) a otra (con android.permission.WRITE_EXTERNAL_STORAGE)

Debe verificar los permisos de la siguiente manera (como se describe aquí, permisos de Android ):
int result = ContextCompat.checkSelfPermission(getContext(), Manifest.permission.READ_PHONE_STATE);
luego, compare su resultado con:
result == PackageManager.PERMISSION_DENIED
o:
result == PackageManager.PERMISSION_GRANTED
