Configuro mi DATABASE_URL como variable de entorno con el siguiente comando: -

Intenté establecer otra URL también, que encontré usando la heroku config
comando heroku config
que llegué a saber que es una larga URL postgres larga pero no funcionó tan bien y la misma excepción surgió siempre.

Parece que estás mezclando algunas convenciones de Play 1 y Play 2. Parece que está utilizando Play 2. En Play 2, la manera más fácil de configurar esto es no usar DATABASE_URL
en su application.conf
y en su lugar simplemente anular la configuración de la base de datos en su Procfile
