Utilizando la API TFS, puedo crear un elemento TFS, no hay problema.

¿Cuál sería la mejor manera para que sepa cuál es la identificación del artículo para el artículo recién creado?

Tan pronto como guarde userStory, se rellenará el campo ID. Debería poder devolver userStory.Id .
