c# - convertir la posición GPS de doble valor

Question

Estoy usando el rastreador de autos uniguard UT01 gps que funciona con el protocolo noran. Los datos que gps_tracker envían al servidor tienen una estructura como esta: los datos recibidos son: 52 0 8 0 1 12 0 0 0 0 0 0 1 67 149 240 109 66 194 95 17 66 78 82 48 57 66 49 55 53 55 50 0 0 49 54 45 48 56 45 49 51 32 48 56 58 51 48 58 52 54 0

ahora quiero obtener latitud y longitud a partir de esto cuando convierto bytes 15,16,17,18 a longitud, hago esto:
Convierto 149 240 109 66 a valor decimal: 1114501269
luego divídelo por 30000: 37150.0423
luego divídelo nuevamente por 60: 619 y me confundo porque esto no funciona.
¿Qué pasa?

el valor esperado debe ser: 36.3435, 59.4850
