Debe descargar e instalar Atlas como sugiere la salida. Después de eso, vuelva a intentar la instalación de SciPy.
Otra opción sería apt-get install

Mi flujo de trabajo habitual es usar virtualenv
para tener una distribución de Python con paquetes actualizados.
Dentro de este entorno puede instalar y actualizar todos los paquetes que necesita con pip
y sin ninguna llamada sudo
.
Entonces, si solo necesitas SciPy (y NumPy ), esto sería:
$ sudo apt-get install python-virtualenv python-pip
$ sudo apt-get build-dep python-numpy python-scipy
$ # Create virtualenv in home
$ virtualenv .myenv
$ # Activate the virtualenv
$ source .myenv/bin/activate
(myenv)$ pip install -U numpy
(myenv)$ pip install -U scipy
(Si no tiene acceso de root, puede instalar virtualenv

como se describe here . Sin embargo, necesita las dependencias de NumPy y SciPy).
Puede incluir source .myenv/bin/activate
en su .bash_profile
y su shell siempre comenzará con ese entorno. Si usa archivos de requisitos , es fácil instalar y mantener los mismos entornos en todas sus máquinas.

Tenía el mismo problema. Lo siguiente funcionó para mí:
sudo apt-get install libblas-dev
sudo apt-get install liblapack-dev
sudo apt-get install gfortran
Tuve el mismo problema que el OP (en Red Hat Linux 5.7 para mí; sí, sé que es viejo) y todo se solucionó instalando los encabezados ATLAS (y "libs estáticos", dice) a través de:
yum install atlas-devel
PyPM es una buena forma de instalarlo. La versión es beta 0.10.1 e incluye todas las dependencias. Necesita Python Activo para acceder a PyPM, pero debería poder instalarlo fácilmente.
