Ubuntu apt-get no puede recuperar paquetes (9)

Acabo de instalar Ubuntu 13.10 (Saucy) y todo lo que trato de instalar a través de sudo apt-get install está fallando y lanzando una serie de errores 404 .

Ejemplo - instalando tmux

Solo por cualquier Googlers, si aparece este error al crear una imagen de Docker, preceda el comando RUN que falla con

apt-get update &&

Esto sucede cuando Docker utiliza una imagen en caché. Por qué la imagen almacenada en caché no tendría la última información de repo la segunda vez está totalmente fuera de mi alcance, pero el inicio de cada actualización de apt-get con el problema resuelve el problema.
