Puede usar la biblioteca zxing para generar códigos de barras fácilmente.

primero, ubique core.jar en la carpeta libs.

Sugieren usar IText que es una biblioteca de manipulación de PDF java. Eso también tiene la capacidad de generar imágenes de código de barras.
