staticfiles_dirs - Incluir CSS y Javascript en mi plantilla de django

Soy un novato en Django 1.5 y he aprendido algunas cosas básicas al respecto. Mi problema es que no puedo incluir css y javascript en mi plantilla. He leído la documentación al respecto pero como he dicho. Soy un novato y no puedo entenderlo claramente. Ayúdame a conocer el procedimiento paso a paso para incluir css y javascript en mi plantilla base.djhtml. Gracias.

Para el desarrollo local, si está utilizando runserver o está agregando staticfiles_urlpatterns a su URLconf, ya ha terminado con la configuración: sus archivos estáticos se servirán automáticamente al valor predeterminado (para proyectos recién creados) STATIC_URL de / static /.
