Veo que el bit máximo falla y la tasa de error no cambia

Soy nuevo en el uso de FANN y estoy tratando de acceder a él utilizando los enlaces de python.

ann = libfann.neural_net()
ann.create_sparse_array(3, (12, 8, 1))
ann.set_learning_rate(100)
ann.set_activation_function_output(libfann.SIGMOID_SYMMETRIC_STEPWISE)
ann.train_on_file("file.txt", 500, 50, 0.01)

El archivo se ve así:

Pero cuando ejecuto esto, se procesa en menos de 5 segundos e imprime lo siguiente:

De acuerdo con el Manual de referencia http://leenissen.dk/fann/html/files/fann_data-h.html#fann_activationfunc_enum , las salidas deben estar entre <-1, 1> Debes escalar tus resultados;)
