Python 3.7 entorno anaconda-error de falla de carga DLL de importación_ssl

El No. 4 se puede encontrar en Ventana -> Preferencias -> PyDev -> Intérpretes -> Intérpretes de Python -> Entorno -> Haga clic en Nuevo y agregue PATH
Creé un entorno de anaconda con Python = 3.7 y tengo problemas con el error de _ssl y DLL. Cuando intenté volver a mi entorno base, tengo problemas para completar los procesos en segundo plano, como se muestra en la siguiente figura, esto continúa para siempre.

Esto se puede arreglar agregando manualmente las variables
PATH
en PyCharm a la consola.
- Abre tu anaconda cmd
- Activa tu entorno Conda.

echo %PATH%-
Si está en Windows 7 / no puede copiar la salida, coloque el cmd en su escritorio y escriba
echo %PATH% > path_val.txt - esto creará un archivo txt para que pueda copiar / pegar los valores más fácilmente.

Sólo "C: / Python / Anaconda3 / Scripts;" No es suficiente, y me funciona.
Tuve el mismo problema en Windows 10 Pro x64 y PyCharm CE 2018.3
Una solución que funcionó para mí : reinstalar Anaconda3 para todos los usuarios (con privilegios de administrador) y elegir "agregar python.exe a la ruta" (aunque no es recomendable). Entonces PyCharm se conectó correctamente sin este error.
Una solución alternativa que también funcionó : usar otro entorno (pyenv o conda). Funcionó para mí cuando enfrenté el mismo problema en
